Ref: Railway Board's letter No. E(P&A)11/2023/PLB-1 dated 18/10/2023 (RBE No. 117/2023).

Hon'ble Minister of Railways may kindly recollect that the Railway employees are paid Productivity
Linked Bonus (PLB) every year before Dussehra Puja Holidays under the PLB Scheme. The PL Bonus equivalent to Seventy Eight Days wages (with notional calculation of salary at Rs. 7000/- p.m.) is being paid every year before commencement of Dussehra Puja holidays.
 
NFIR has also been requesting the Government of India since long to abolish the existing stipulation of notional calculation of salary to enable Railway employees to receive PL Bonus on the actual wages, considering
the fact that the duties performed by Railway employees are unique, complex and arduous, while vast percentage of staff performs duties at remote places where minimum necessities of life do not exist. However, the Government has not yet responded positively to the submissions made by the Federation (NFIR), with the result notional salary ceiling of Rs. 7000/- p.m. continued as of now for payment of P.L. Bonus.
Hon'ble MR may acknowledge that the Indian Railways has ensured freight loading 1591 MT during the year 2023-24 as compared to 1512 MT during 2022-23. Hon'ble MR may also kindly recall the announcement made by him in the Parliament about this highest ever freight loading. The earnings of LR. for 2023-24 have also been increased substantially. These significant achievements have been possible due to the devoted and dedicated services of all categories of employees.

In the light of best ever performance of I.R. in the year 2023-24 as explained above, the employees deserve to be motivated duly making payment of Productivity Linked Bonus higher than the last year as they are hoping that this time, the Government would enhance the P.L. Bonus. NFIR, therefore, requests the Hon'ble Railway Minister to kindly consider for according approval for payment of P.L. Bonus equivalent of higher than 78 days wages this year. The Government may process for removal/relaxation of salary calculation ceiling as the payment of bonus in Railways is linked to productivity.
